Yep I would agree with that; until recently it was the case with race room recent driver updates have changed that, I regularly check as I have to make the best out of old hardware, I can host a sever ( with 30 plus players sometimes, the advantage of a old DX9 game) and play on a FX8320 system without sues with over 70 fpf for the vast majority of the time, Im frankly very surprised it can do it but it dose
play with a Rx 580 and its more than enough if youre aiming for 60fps. Im aiming for 144 fps at 2560x1440 and i can match it with a few sacrifices here and there on the visible car count and reflections. Im able to hit over 144fps mostly but theres obvious short periods of time where fps drops into 70's from 144. If i had a faster CPU i think the rx 580 would in no way have any trouble with this game. edit: I just remembered make sure you disable morphological filtering in AMD radeon that hit fps hard and disabling it made it easy to hit 160fps with everything maxed out in the games graphics settings.
Good tip on the morphological filter, I do normally set it to off double checked and it was on, a update must of reset it, thank you
