I think Austin, Sebring, Long Beach, and Road America would make for a second excellent American Track Pack.
How about Zolder without the clumsy Villeneuve-chicane? Classic layouts for Zandvoort and Hockenheim?
How about some DTM 92 tracks and layouts? We have Zolder, Nurburgring, Hockenheimring, and Norisring already. I would literally do just about anything to get an R3E version of Brno (sing, dance, whatetver). It's my favorite track thats not in R3E. I'd love Avus as well. Just a fun weird track to run.
Not trying to troll, but I honestly don't see the attraction of COTA at all - to me it's a soulless Tilkedrome in a continent full of incredible 'organic' circuits, such as Road Atlanta, Road America, Barber MP, Laguna Seca, Mont Tremblant, Mosport and Watkins Glen and many of the world's most iconic street circuits, such as Long Beach, Trois Rivieres, Montreal, Baltimore and Bicentennial Park. North America has incredible circuits, sadly undervalued by the majority of the local market (although maybe because of that they haven't been spoiled in the way so many European venues have been).

One of the reasons i found the game appealing was because it actually has some different tracks to the competition. Tracks like Silverstone are great but are already in other sims - i would prefer some unique locations to be added. It is great to see Macau join the track line up, so many modern sims have literally no street tracks to drive on. As suggested above Dubai would be a welcome addition. How about some classic tracks like Sugo in Japan or Assen? Modern F1 tracks are not that challenging IMO and are only suited to more powerful high downfoce cars.
