I think we should guess an existing car in RR, right? I don't recognize that sound so it's probably one from the German Nationals.
Some of the cars already have the updated tyre model. The question is mostly which cars exactly will get the latest one now. Seeing for how long some of the cars have not been updated with a newer tyre model and how different the version level is between classes, it is highly unlikely that all cars will get it. It's just a matter of time and resources. GT3 and TCR seem to be the most important candidates as they are used in esports the most. Very powerful and twitchy cars like group C and 5 probably need it the most. And Porsches. No matter the class. Totally new cars will probably be developed on the newest tyre model too. So it's also very likely that the Scirocco and the R8 GT2 will get it from the start, meaning the Porsche GT2 will get it too. Alex will not give us a class with mixed tyre model versions. The Clubsport Cayman already recieved it quite recently, so to me the other Caymans together with the rest of the GT4s look like a logical next step to me too. I'm also keen on seeing which cars get it. It's 4.1 you're looking for...
We'll see, DTM 2020 is already on that version, isn't it? And the post Alex was replying to was criticizing that too.

@FeltHλt kind of makes sense with Day/Night/Rain/DirectX fill in the number amongst a myriad of community wants and needs it may be simpler to create R3E 2.0
To be honest, I don't like the idea of an new "R3E 2". I have searched for an iRacing alternative since 2008. So I tried https://www.simraceway.com/, but finally the project didn't convinced me for several reasons. So I was happy when R3E started in 2013, because I already knew the SimBin guys and their great work from the GTR1 and GTR2 sims. If Sector 3 is thinking about to go the same road as Slightly Mad Studios, Kunos Simulazioni or Reiza Studios, than it would be very disappointed for R3E owners like me. I am willing to make a single payment for a huge graphic update incl. DX11/12, a new game engine, ... but I am not willing to buy all cars and tracks again, then I am out as a casual simracer.
