According to nVidia the GTX 1070 has a max temperature of 94°C. So anything clearly below that really shouldn't be a problem. And for a good design it's actually totally normal that the fans don't run until a certain temperature is reached to keep the computer as silent as possible. But cleaning the dust off the coolers is always a good idea. Remember that the bearings of these fans are sometimes a bit sensitive, especially when they are a bit old already. If you for example take your vacuum cleaner and suck off the dust, this could lead to your fans spinning very rapidly. So keeping the fans from spinning while cleaning the cooler is a good idea, but this should also happen without too much strain on the bearing (like pushing hard on the fan to keep it from spinning).
I am having the same issue. Random stuttering combined with frame rate drops. Could windows 11 be an issue? I have a 3070ti and 5800x and 40GB RAM.
If you have not done already If surround is ON then disable it and test either playing on triples or single monitor afterwards your CPU has iGpu built in so reduce all graphics and run the game from it not the GPU

I use Thrustmaster wheel and Logitech headset. I already tried without g hub but unfortunately it did not solved the issue. Thanks for trying to help.
