It does not crash in RaceRoom Experience and ADAC GT Masters Experience 2014. Only in DTM Experience 2013 + 2014.
Alright, you should be fine with setting your wheel settings in one of the other experiences then. The settings are/should be global across all experiences. Thanks for letting us know about the crash though.

This is a memory error that can have many possible causes. Some general tips: Make sure all drivers and redistributables are up to date (especially .net) Start RRRE.exe and steam exe as admin. Verify the games cache files in steam (right click, select properties, select local files tab, click verify) and re-boot your system afterwards. If that doesn't fix it, you could try to delete the games documents folder (in ...documents/my games/simbin). It will be re-created when you start the game again. I assume you've done what I suggested and it didn't help? Is this really the gpu you're using, no additional gpu alongside this integrated one? Cause in that case it is most probably the gpu - more specifically its lack of dedicated vram - that's preventing you from even loading the menu. Has the game created a documents folder (in ..users\abc\my documents\my games, there should be a folder called SimBin)? I guess in that case you could try to manually edit the graphics settings to reduce the resolution and lower settings so it might at least load into the menu.
Those weren't produced as standalone graphic cards, they are onboard chipsets which can use a portion of the ram. This can be set to a max of 512 MB in the bios. (Which in return of course reduces your available ram...take away another 1.5 - 2 GB for the OS and a little bit for every app running in the background and there's not much left for the game I'm afraid.)
Mind giving your PCs specs, OS, security software? Look above at the tips I gave there, maybe your sollution is already there. But this error hints towards a memory issue.
It looks like your graphics card does not support some hardware acceleration techniques that we use in our menus. There is an easy workaround for this problem. Just follow these steps: Right Click on the game in the steam library. Click "properties." Click "SET LAUNCH OPTIONS..." Enter -cefNoGPU -cefNoBlacklist in the text field. Make sure you type it exactly like this, including the dashes "-". Click Ok. Start the game. This will have disabled the hardware acceleration and should allow you to start the game without issue.
