The picture is wrong, those are the liveries available in 2017 cars: http://game.raceroom.com/store/cars/wtcc-2017/citroen/citroen-c-elysee-wtcc-2017

 

I don't think so. My best guess is this picture was meant as a placeholder and never got replaced.
