For my money? CSR Elite on ebay, comes without a rim (huh?) Casing is absolutely battered like it has been dropped big time, has a huge hole in it and cracks all over the place......its at £186 and still being bid on, idk, surely you cant be that desperate for a wheel to buy that crap, the seller has another wheel for sale that would give you a clue, had the top half of the rim ripped off. I had a csr elite. À great wheel for Xbox 360 back in the days, but not reliable (motors can burn in a blink) and not as good at all compared to more recent wheels (even some entry level from thrustmaster you'll get for a not much more) I totally would pass on it today.
