Sorry to hear you're still getting these errors. We'll need more info on what exactly is going on tho. At what moment during launching the game does this error occur, when the little Raceroom splash screen is visible or later on? Please list your PCs specs (CPU, GPU, RAM, HDDs, connected peripherals, internet connection type, OS version etc.) Are you using some kind of proxy or VPN connection maybe?

I turned off the antivirus (ESET), but the firewall in principle allows it. The situation is unchanged.

First of all, try verifying the game's cache files in Steam (right click, properties, local files) to see if there's corrupted files maybe.
How are your drives partitioned and where are OS, Steam and Steam files stored? Error 130 seems to be an I/O error of some kind:
