Scroll up to this post and try that.
If that doesn't work, it's time to re-download.

Yes, I did experience the same exact problem as you did, with content locked and everything. Again, all my issues were solved immediately after disabling avast modules.

Higsy, I would recommend you trying to disable your antivirus (whichever you have) and seeing if things work out. I know that it may not be universal, but in my case and aloaz's, we did manage to pin-point the problem to our antivirus. I think it's worth a shot.

So, a little update. I was just updating Raceroom and, for the sake of science , I re-enabled all my Avast modules before starting the download, but added the whole Steam folder to Avast's exception list, just as CheerfullyInsane did.

The SAME exact problem happened, even tough Steam directory was teoretically "safe". After that, I disabled all modules again and restarted Steam, and everything worked as a charm. Therefore, I urge that anyone that experiences this kind of issue and has Avast installed to DISABLE ALL YOUR MODULES during updates. I'm sure that it's going to work for you!

Also, check Steam's list of "Programs which may interfere with Steam":
