Can you post a screenshot of the task manager showing the game process?

There are no RRREWebBrowsers running. There should be three instances running

I don't know how to check if they are ok, so
    reinstall all of them.
Another possibility is : somehow parts of your OS are not running properly.
Do a system file check (sfc /scannow in command prompt )

Did you manually or by a (tuning) tool disable windows components?

I have not blocked anything important, I have 25+ games and all work outside this one.
    Other applications also work normally.

How exactly do you start the game? (because you wrote something about launcherinstall.exe)
The last idea is: completely delete the game (revo uninstaller & others) and reinstall.
If none of this helps, we are missing a big, big piece of information

I suggested to reinstall the game, because these folders mentioned above should be created at the games first start.
If that doesn't change a thing, I know no further possible solution

Reinstalling does not fix anything, it's as it was

Is Raceroom installed in the folder, where your Steam-Installation is located or are they on different devices/folders?
