Fixed issue, IE and RRR WebBrowser.exe is not working, RivaTunner from Afterburner dont let start IE, game works only from other standard account when run in admin rights, i have two admin account, game run only from account used to install steam and its not default account, mess. Very strange, i thing must reinstall steam from default admin account and run from this account or normal account after clean install.
Final solution: 0. Unistall RivaTunner and Afterburner 1. change my account from admin to standard 2. reinstall steam 3. install game 4. run steam in admin mode, game works, without admin run like before 5. Install Afterburner and must find why RivaTunner crash IE, now dont run both.
I had to disable IE overlay in RivaTuner Statistics Server and all worked great, only one inconvenience: I need to run steam in administrative mode. Thanks for all for the help.

I don't have it either. I may try to follow the step "Sprongs" have suggested but it would take a lot of time since my internet connection is not too fast. I can't understand why I'm unable to start to game because before the Windows reinstall everything was working perfectly.
Try to disable the Nvidia GeForce overlay . I had that issue where all I was getting was black screen and nothing happening. Turned out the Nvidia overlay seemed like it was stuck and wouldnt get pass the point of loading. I delete the my document folder as well. And moved the raceroom install to a different steam folder ( steamlibrary )
I have disabled everything but I don’t even got an black screen when I press the start button in steam it says the game is running but I can only see the game in task-manager and ther I can close it but not more
