That's a valid point about iracing. Most likely the reason it's not been tackled officially is because they don't want it. Better to say nothing than disappoint people.
Having read the rest of this thread and your comments, I feel I may be pushing on a locked door with you.
What does it matter to you if someone made an ugly skin to use in single player mode?
Your negative responses make me think that you can't see the positives in this feature and are unwilling to even entertain that it's a critical feature for some people.

On the contrary, I can see benefits, given the opportunity I would probably make a set of British GT skins. My original comment stands though....There are some awful skins out there and people do upload their vids to YT and the like which would only show the game in a bad light...
The other issue with creating skins for single player is if you want to race against them you need to create talent files to match the real world drivers or you just end up with an completely unbelievable mess.
I can't see how for single player this could ever be described as a critical feature.
Ugly or sexy skins are a bit subjective. The fact that this seems to be an ongoing and passionate subject, Sector 3 really need to address this. Whether it's just to say 'it's on our to do list' or 'it's never going to happen', this subject isn't going to die down.
If having ugly skins produced by gamers the biggest drawback for some, then I go back to my original comment in this thread. Make it restrictive like they did in the old Shift2 game. Or as Ernie wrote; "Even a basic livery editor (with different presets and selectable colors like in iRacing) would be a step in the right direction to individualise the cars visually."
I have played a lot of racing sims over the years, but I keep coming back to RRE as I find it the most complete sim for my needs. The final piece of the puzzle is individuality.
pretty much sure a good while ago it was addressed with an explination of licensing restrictions and how there business model works with the makers ;
i dont think you will ever get a definate no as things can evolve , but ive seen this thread many times in the last 5 years ; as for adding to a todo list .... there are hundreds of things that need doing and if it was me it wouldnt be very high on the list for a few reasons , one i cant see my own skin ; im in the car ........ and i dont watch replays (unless bug testing , and then the skins not important)
im happy that a few guys earn some money doing the skins
but then again its just my opinion
If you have seen this type of thread many times over the last 5 years, does that not show the interest or want for this feature????
As for the to do list, whilst it might not be high on your list, I can guarantee that their are many people on here with it at the top of their list, as shown by the loads of threads created on this very forum that you have witnessed.
I am aware of the Licencing restrictions but they have also expressed in the past the desire to add this feature. Developers like Sector 3 would have a business plan for the following year, as in what they wish to achieve. To stop so much conjecture, they just need to come out and say 'Sector 3 have no plans in the coming year to open up the game to custom skins.' or 'Sector 3 hope to add a custom skin feature within the coming year.'
but then again its just my opinion.

i think we can see a general evolution of the business plan , more esports etc ,
and once again it in no way effects game play or improves it ...
there are so many other games where you can skin in , and honestly ive never seen the need , at most a sunshield windscreen banner and your name in the sidewindow would cover it , but i dont see the need for a skin
just imagine some one does a hugely pornagraphic skin all over one of the partners car , sticks it on youtube ... its not great for them
so i can see reasons for not going for it
and again i dont see any need
Field with many cars with the same livery looks imo better with different car numbers.
I hope that sector3 wil give that option a look in the future.
Livery's is a business choice i heard from someone.
But car with different numbers.should not a big problem.
I'm not going to get in to the talent file discussion as I think that there would be a solution if they ever decided to open that part of the game up, what that solution might be is for another thread.
As to how it can be deemed as a critical feature. I have explained in a previous post but to save you the effort of searching for it I'll explain once again.
As a professional graphic designer I owe my entire career to skinning cars. I learned photoshop skinning cars for gp2 and gp3.
I get as much of a kick out of creating a skin and seeing it in game as I do from racing. I also like to make championships where my custom skin, is my own team, that's pretty much the only way I race.
So because their are other games where you can do skins, we should just go play them then should we? Again, you don't see the need but others do.
And as for the pornographic skin, if you bothered to read any of my previous posts, you would be aware that my suggestion would not allow that to happen, as you would be only able to choose from selected sponsors and artwork as previously done in older sims like Shift 2.
Still not critical, you're already playing the game, if it were critical you wouldn't be....
Look how long it took to get single player multiclass, that was a feature that almost everybody wanted and it took years and years. This won't happen anytime soon if ever.

so we go back to that its not critical, it doesnt effect game play ; it limits choice yes but not much
I don't know if you're being negative in a troll kind of way or if you really are just that negative. You haven't provided one solution or any kind of progressive thought.
If you need me to remind you I said SOME people deem it to be critical, not all. For you it's not, that's fine, for me it is. And that's reflected in my play time with the sim. I spend about 90% of my time on rf2 for all the reasons I have mentioned.
And on the point about a pornographic skin, I can't say I've ever seen a skin like that, and it would almost certainly be against any sort of user agreements for both the sim and of course YouTube.
I wouldn't say I'm being overly negative about it, I have said I can see benefits, indeed I have done my own skins for other games. However as pointed out by both myself and Andi above its not a feature that is a total game changer. There are pros and cons, some of which we may never be privy to regarding contractual agreements that may have been made.
SOME people may indeed put a higher importance on it than others but that doesn't mean that my opinion is any less valid just because I disagree on some points...
I never mentioned pornographic skins, I mentioned a hypothetical "dick pills" sponsor as an example of something that a manufacturer may not want their brand associating with.
All of this has been gone over before in several threads, it's not as if everytime someone has an idea of how something could be implemented they are re-inventing the wheel. As it has also been pointed out the Devs said they would investigate and discuss it. Perhaps the fact that there was no further comment speaks volumes.
I don't want to have some kind of argument about it, I've put my views across and I'll leave this topic at that.

Is their enough interest to garner a response from Sector 3? Definitely.
It would only be relevant for Sector3 if it could be used for online championship races, but I don't think the organizers like Mercedes or Eurosport Events would want to see custom liveries on their cars.
Not necessarily. If Sector 3 went with the business model of selling Custom Skin slots which I've seen mentioned on this forum previously, that would then monetize this feature for them. And we all love money. I just can't seem to find enough of it.
