    Hi
I have a problem with internet speed.
FPS (Frame Rate per second) it goes down to on average +-7FPS and up to 61FPS.
At the lower rate, the car is virtually undriveable. At the higher rate, it's fine. But, I can't go to (on Video Settings) more than low.
Two q to the people who know about these things:
    1) How do I remove the undriveability at lower settings?
    2) How do I adjust my internet speed and is there a way to do it?
    Look forward to getting help.
    Thanks, Ian

Cpu is below system specs IIRC, 2.3ghz? im pretty sure min spec is for 3.0ghz, also unless it is a dedicated gaming laptop which im sure you would know if it was then you will be using a basic intel\amd integrated graphics controller which would be way below the minimum requirements of the game.
I just looked it up, intel hd3000 integrated graphics and dual core 2.3ghz mobile cpu, pretty im sure this falls well below the minimum requirements.
Q1, unfortunately you cant, the framerates are tied to the performance of your system which is being brought to its knees by the demands of the game, your only realistic option is for a more powerful system to run the game on.
Q2, Contact your isp is probably your best option, depends what you mean by adjusting your internet speed. If you are trying to run the game online and struggling then this may simply be down to system specs not being high enough to run the game sufficiently well.

    Thanks.
    Q1 I understand
Q2 If I upgrade my hard drive only, given the limitations of internet speed?

Your computer simply isn't good enough, I used to run on an i5 laptop with better specs than yours and still struggled.
I bought a cheap 2nd hand desktop and put a 1050ti graphics card and an SSD in it and now run on high settings with at least 60fps. Was only £300 all in. Changing your computer complety is your only option I'm afraid.

I'm running a slower system myself. (Just within game specs) So I pretty much have to stay out of the online races with more than a few cars.
As a result I pretty much am a single player guy.
While your system is below game specs. What you can do until you get a better system. Is play in single player mode. And start with 3 or four cars and see how that goes. Then add or subtract cars according to how your system handles it.
The AI in this game are the best in the business IMHO. They can be very competitive. And are a lot of fun.

    Just a suggestion
    Gregory

Hi Gregory Thanks for that. What's "IMHO" mean?

    Your welcome.
One more thing you can do. The game can run on as little as 4 gigs of ram.
So go into your computers system settings and see how much ram is allocated to the integrated video driver and boost that to it's max.
That will help immensely with the fps.
I'm windows 8. So maybe someone else can help you with how to do that in Win 10

integrated video driver and boost that to it's max?

Let me look into it. It tends to be slightly different with each manufacturer. I’ll get back to you later today. (I’m in Hawaii and it’s still morning. And my wife want to go horseback riding.)

This shows it's 8 but I installed 10. Searched 10, found nothing, 8 was one, tried to install, but failed.
