    I apologize for my late reply. It was a busy day at the work.

    It worked, but I didn't change the language of my windows. Changing the display language for non-Unicode programs helped. It was Turkish before and web UI was not working. I changed it to English and it works like a charm. :)

    The same problem started again, and this time the non-Unicode change doesn't work :(

    Windows Server 2016 Standart Edition
