I have noticed when you hit the brakes real hard there is no flat spot feel in the wheel. I see tire wear appears to be a big thing here. So I felt that adding this detail will make the game feel more authentic. It should be present if you accidentally lock your brakes for a period long enough to make a flat spot. The flat spots vibration should increase as you gain speed, making handling a little more difficult. Obviously the flat spot should wear off after a few laps or hard braking/ steering maneuvers.
