Problem Unplayable overnight!

I switched the game on after last night being fine, to be greeted with this
I don't know what is going on. Done all the usual things with pc and modem to no avail. I then Validated RR files in Steam and at the end i get "2 files failed to validate and will be reacquired". I have tried it just on monitor and it's the same.
As you an see from the video, that the menu's are fine until i start the game on any track and any type. leaderboard challenge etc. I don't know what to do next. Other games are fine and my hardware is running fine with no stress.

Reinstalled RR but it's the same. No errors or warnings just really sketchy fps.. Im out of ideas so im in dire need of help..

no but i did do an update after this problem started.

 

It looks like your CPU is currently doing the work not your GPU - 15 years ago I would see this on occasion - Did you try another application/game?

sorry for the late reply guys.. I never got to the bottom of this.. I tried everything from veryfied the files to re installing the game. It was only RR. I ended up doing a hard reset and it fixed the issue but its took hours to get everything set back up..
