The default Xbox 360 Steering Lock is not appropriate to Test Drive cars, it's set to 8, whereas you really need it to be about 13 with most cars and tracks for the XBox 360 controller, this makes it difficult to Test Drive cars, as you can't change the Steering Lock setting in Test Drive mode, so it's difficult/impossible to get round some corners.

    Solutions (ideally both):

    a) Allow Steering Lock setting to be changed when in Test Drive mode

    b) Change default XBox 360 controller steering lock to 13

Great! At a default lock of 8 It will also put off new drivers using the 360 controller, as they will frustrated not to be able to get around corners and may not know what to do to resolve it, so it's definitely worth fixing!
