I would like to gift Nordschleife to a friend but I can't even find out how much it is. I own it and the store will not display the price because I own it. It seems I cannot even purchase it as a gift??

If you ever need to find out the price of an item you already own, just visit the store without logging into your account:
    http://game.raceroom.com/store/

In addition to Andi's comment, you can buy vRP vouchers at http://raceroomstore.com
and give the redeem code to the other person.

Hmm, so you don't trust the person you're going to present with a gift? ;)
Could ask him for his account details and make the purchase yourself. :D

I guess I would be able to do that here: http://raceroomstore.com I don't think its possible thru Steam.

Yeah, that's what I meant. Buy the vRP as a voucher via raceroomstore, then log into the persons account, redeem the code and buy what you had in mind for him.

Ok, I went over and bought 5000 vRP. Now I have to redeem the code that was sent to me. Somewhere along the way I must have changed my password, I don't know why. Anyway, there seems to be no way to reset my password other than creating another Steam account, not doing that. If I go to Steam Support they are notorious for not getting back to me for about a month. Any ideas. Can Steam be bypassed to redeem my vRP??

Sure, you can also do that while in-game.
Go to the portal page (or the store), click where it says vRP in the upper right and in the dropdown menu click "redeem code".
