Problem Raceroom Dedi Server Registration fails - Gateway time out 504

Hi there

Used to run a dedi server a while back and have just got back into RR so am going to put one up.
Cant get the registration to succeed. have forwarded udp and tcp 60000 - 60002 to the server, am running a windows 2016 server with nothing else on it. the logs say - gateway timeout 504
Have disabled windows firewall and still no change

think Raceroom servers are down meaning game is not working ?
