I am about to make a big purchase. Essentially all the material r3e has to offer. Should I wait for the gt2 update so I can get the Caddy and Sonoma as well? ( only reason buying everything is to help devs BC this Sim is amazing)

That's not something anyone here can advise you on I don't think. I assume you'd save one or two VRP (is there a bulk purchase in place when using existing VRP?) but you'd get it later. Up to you really.

I think the RRE prices are ok. I have a lot of stuff but not all.
To buy different liveries of one car is in my waste of money.

Next I will buy the WTC cars. I tried this morning the Honda and I liked it.

A very good think is, that you can do a test drive with all cars.

Each car should have 24 liveries and shouldn't extra charge. I know S3S gonna hate me ...

Well, thing is , if you already own packs & stuff you`ll get fair discount on the other hand I personally was a bit enthusiastic and bought a lot of stuff first (also to support S3) while you actually always have the chance to testdrive and buy just one or two cars each series (already implemented in RRE incl Multiplayer) so that you have no access to the "Experience-Features" but can join any race online (and Single race within the RRE section) - as long as you own the tracks.
So if you`re unsure about what to buy and wanna stay calm (not becoming greedy), guess thats the best option...;)

That's true but sometimes a single car and a track cost more than the entire series...if you get a good discount is better to buy packs for me... :)

I personally find the pricing fantastic. I joined iracing recently and the prices are astronomical.

If you pick some of it up now and wants to buy the GT2 pack with Sonoma later, you will get discounts on owned content in that pack.
So it really doesn't make any difference regarding the GT 2 class, you don't pay twice for owned content.

Liveries give me mixed feeling... I surely realize the work behind and I absolutely find the cost reasonable, but I don't quite feel fine, for example, if I've to purchase the same livery two times when the second one has just a different # on it (maybe they could group those up for just a bit more of the the "single" cost for example?)
I also wish there was other ways to get/win them...
X amount of laps in a category to "unlock" them? Competitions? Community contests?

I Would not recommend buying everything in one go.
Maybe buy the adac 2013, then the Europeen track pack , then you will get discount base on the fact that you already own some content. I personally only ever bought Items via packs or on sale.
