This from @S-AMG s linked Topic often Help when the installation is new:

Making sure that Steam has downloaded and installed all files correctly:
    • Go to the Library tab in Steam
    • Right-click on RaceRoom Racing Experience in the game list
    • In the drop-down menu that appears, click "Properties" menu item
    • In the window that appears, go to the "Local Files" tab
    • Click the "Verify integrity of Game Cache"
Steam will now check for any missing/corrupted files and re-download any files with issues.

    Hello,

It looks like your graphics card does not support some hardware acceleration techniques that we use in our menus.
There is an easy workaround for this problem. Just follow these steps:

    • Right Click on the game in the steam library.
    • Click "properties."
    • Click "SET LAUNCH OPTIONS..."
    • Enter -cefNoGPU -cefNoBlacklist in the text field. Make sure you type it exactly like this, including the dashes "-".
    • Click Ok.
    • Start the game.
This will have disabled the hardware acceleration and should allow you to start the game without issue.
